The Town of Combes is located in northwestern Cameron County and is part of the Lower Rio Grande Development Council. Incorporated in 1955, Combes is a general law city with the mayor-council form of government. Like many Texas communities, the Town developed after the construction of a rail line, the St. Louis, Brownsville, and Mexico Railway Company. The Town’s early economy was based on agriculture, and over the years, it has developed into a bedroom community for the larger city of Harlingen, which is located on the Town’s southern border.
